PROGRAM DESCRIPTION

The Flexible Housing Subsidy Pool (FHSP) is a supportive housing rental subsidy program of the Los Angeles County Department of Health Services (DHS), along with other governmental partners, managed care organizations, and philanthropy. The goal of the FHSP is to secure quality affordable housing for vulnerable Angelenos. Brilliant Corners, the central coordinating community-based partner for FHSP, works to secure a broad range of housing options, including individual apartments, blocks of units, or entire buildings. Brilliant Corners identifies and secures units countywide, provides move-in assistance and rental subsidy disbursements, coordinates with case managers, and assists with neighborhood relations.

WHAT IS A PROJECT BASED PORTFOLIO SUPERVISOR?

Working under the direction of the Flexible Housing Subsidy Pool Housing Manager PBV Pipeline, the Project-Based Portfolio Supervisor position plays a key role as a member of the Housing Team.

The Project-Based Portfolio Supervisor will assist the Housing Manager in procuring permanent supportive housing rental units and manage and track project-based developments in the County of Los Angeles and in surrounding areas. Additionally, the Project-Based Portfolio Supervisor will be responsible for importing, updating, and maintaining accurate data on Salesforce and running reports for internal and external stakeholders.

The Project-Based Portfolio Supervisor provides critical portfolio management support by drafting and sending contract notices to property providers, amending agreements when necessary, and serving as an internal liaison to the Property Related Tenant Services and the Operations departments, supporting lease-ups and payment disbursements. The Project-Based Portfolio Supervisor will assist in hiring and supervising housing specialists who will be administrators of the MRSA data on Salesforce and other contract-related data tracking and cleaning.

RESPONSIBILITIES

The essential duties of this position include, but are not limited to, the following:

  • Assist with the procurement process for new permanent supportive housing units, ranging from drafting supporting documents, reviewing, and scoring applications, and attending site visits.
  • Acquireproject data for phases of development, and assist in the ongoing optimization and maintenance of databases/data systems.
  • Locate and define new process improvement opportunities, particularly in the areas of data tracking and data sharing.
  • Reconcile and update all existing MRSA data, and create a storage system for all project-based developments.
  • Attend lease-up calls and support the Property Related Tenant Services department with payment requests.
  • Interview and hire candidates for housing specialist positions
  • Supervise housing specialists and delegate tasks as it pertains to data management and vacancy tracking.
  • Work with the Department of Health Services to track rental subsidy sources assigned to project-based units.
  • Assist with reviewing and approving annual rent increases and security reimbursement for project-based sites. Work with the Data department on newly requested MRSA features needed on Salesforce.
  • Work with Property Related Tenant Services to create workflows and policies for project-based sites.
  • Assist the Housing Manager with MRSA-related processes such as initiating and tracking amendments and extensions.

PROFESSIONAL EXPERIENCE

  • Experience in working with complex databases, contract management, and project coordination
  • Experience in real estate and or unit acquisitions is preferred, but not required
  • Experience supervising team preferred, but not required

KNOWLEDGE, SKILLS AND ABILITY

  • Excellent analytical and critical thinking skills
  • Ability to work effectively both independently and as part of a team
  • Excellent interpersonal skills, and verbal/written communication skills
  • Knowledge in real estate/housing development, property management, leasing, project management, unit acquisition or a related field
  • Knowledge in Microsoft Office applications such as Outlook, Word, Excel and PowerPoint, and the ability to learn proper use of various software programs, as needed
  • Ability to manage multiple projects from start to finish and make every effort to see that the project's goals and objectives are effectively implemented
  • Ability to take initiative and think critically under pressure with the goal of finding creative solutions technical problems

Salary range for this position is $65,000 - $70,000 annually. This position is being offered at $65,000 annually.
