Hybrid/Local Part-time (20/wk) Project Manager (PMP must) with SharePoint, VISIO, Microsoft 365 experience

Location: Charlottesville, VA (VDOT)
Duration: 6 months

Skills
Active PMP Certification Required 1 Years
Thorough knowledge of and experience with terminology, practices and techniques of project management. Required 2 Years
Establish and maintain effective working relationships with County leaders and staff at all levels, and elected officials Required 3 Years
Ability and experience necessary to work independently and establish priorities with minimal guidance; Required 3 Years
Professional-level writing skills appropriate for correspondence, reports, action plans and responses to various County sources, outside agencies and Required 3 Years
Ability to develop policies, procedures, and practices governing the development, formulation, and maintenance of project management. Required 3 Years
IT project management experience, with success implementing information technology projects at an enterprise level or cost greater than $100,000 Required 3 Years
Ability to exercise initiative and judgment in analyzing organizational and procedural needs and to lead project owners and teams Required 3 Years
Use of VISIO, Microsoft 365 (including Word, SharePoint, Teams, etc.) Required

ABOUT THE ROLE
PM will serve as a technical resource to the County's IT Dept. Primarily be responsible for working with key process owners in the planning, scheduling, and coordinating of all work related to the IT portfolio to include internal/operational projects.
ESSENTIAL FUNCTIONS
*Performs project management responsibilities for multiple interrelated projects, some may require public input, multiple process teams, and multiple groups of project stakeholders and potentially multiple contracts;
*Timely and effectively communicates relevant project information to superiors, process owners and project stakeholders, as appropriate;
*Develops and administers a schedule utilizing MS Project to schedule activities, identify critical paths and required resources, and takes the lead role in monthly reporting to ensure objectives are implemented on time and within budget;
*Supports training and facilitating the project management discipline across the IT department;
*Advises and assists departments in the preparation of project plans, focus groups, stakeholder groups; and drives collaboration between related departments and functions;
*Works with IT management to identify opportunities for improvement and ensures coordination with other County programs and systems;
*May serve as a team leader on departmental or cross-departmental teams;

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of and experience with terminology, practices and techniques of project management. Responsible for delivering vital enterprise software applications/infrastructure. The ideal candidate will have experience as a senior project manager for a software development team executing the software development lifecycle (SDLC).Ability to articulate a vision and motivate people to act with a shared vision; Ability to exercise initiative and judgment in analyzing organizational and procedural needs and to lead project owners and teams in a positive and supportive manner; Demonstrated analytical skills and problem solving capabilities; Ability to deal tactfully and effectively with people, and to establish and maintain effective working relationships with County leaders and staff at all levels, elected officials, and the public, and to guide and facilitate the efforts of teams and workgroups; Ability to resolve conflict and inspire teamwork; Ability and experience necessary to work independently and establish priorities with minimal guidance;. Ability to communicate effectively, both orally and in writing, and to express ideas clearly and concisely to both individuals and groups, and in public; Professional-level writing skills appropriate for correspondence, reports, action plans and responses to various County sources, outside agencies and the public; Ability to develop policies, procedures, and practices governing the development, formulation, and maintenance of project management.
PROJECTS
Facilitation of the County's Enterprise Architecture Council projects
DURATION
Starts at 20 hours/week, could increase as project and individuals capacity to work independently evolve.
BACKGROUND
IT project management experience, with success implementing information technology projects at an enterprise level. Project engagements vary from end users to County officials. Scope of projects will vary but should have experience with projects over $100,000
