Navarro Research and Engineering is recruiting for a Hazardous Materials Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

The Hazardous Materials Specialist provides characterization and program support for all radiological and non-radiological waste types (i.e., Low Level Waste, High Level Waste, Mixed Waste, Polychlorinated Biphenyls, and Transuranic Waste). Provides broad-based technical and regulatory support for ongoing HLMI waste management efforts. Provides technical support for specific projects as needed. Performs calculations to support waste management and characterization and other efforts; updates documents accordingly. Supports effective implementation and regulatory compliance of waste management programs. Provides general facility and project waste management support for packaging, shipping, and disposition of Low-Level Waste, High-Level Waste, Mixed Waste, Polychlorinated Biphenyls, and Transuranic Waste.

Responsibilities:

  • Scopes technical tasks and develops creative solutions to assigned problems of basic to high complexity.
  • Incorporates conventional engineering or scientific practices to a broad range of highly complex technical requirements to meet program needs.
  • Participates in waste planning activities, assist waste generators in the compliant management of waste, including mixed, low-level, hazardous, recyclable, and non-regulated. Interfaces with union, management, engineers, and professionals, as well as regulators (EPA, DOE, Washington State).
  • Interprets analytical and radiological data.
  • Performs Solid Waste Inventory Tracking System data entry, ensuring that waste inventories and regulatory clocks are maintained. Provides weekly status reports to management.
  • Develops, prepares, and reviews waste stream technical documentation to support waste characterization, designations, radiological calculations, and waste profiles.
  • Interprets waste management, treatment, and transportation regulations to assure that management of wastes are performed in accordance with all federal, state, and local regulations.
  • Performs field walk downs and assessments to ensure field work is performed to meet regulatory waste requirements.
  • Verifies for compliance with HLMI waste acceptance criteria requirements.
  • Performs peer verification on hazardous materials offered for shipment.
  • Provides input to Annual Dangerous Waste Reports, and waste forecasting reports.
  • Functions as subject matter expert to facility personnel on packaging and shipment of hazardous materials.
  • Serves as chemical coordinator for entire HLMI chemical inventory, including identification, tracking, coordination of use, and disposal of all chemical inventories.

Requirements

Minimum Qualifications:

  • Bachelors degree (BA/BS) in related field and 8 years of related experience, or equivalent combination of education and/or experience.
  • Ability to work independently and in a team environment
  • Proficient with Microsoft Office Suite (Excel, Word)

Preferred Qualifications:

  • Bachelors degree (BA/BS) in related field and 10 years of related experience, or equivalent combination of education and/or experience.
  • Experience with application of Washington State, DOE, and DOT regulations and requirements.
  • Current and past Hazardous Waste worker, Waste Designator, and Advanced Hazardous Waste Shipper.
  • Experience with RadCalc, SWITS, and IDMS.
  • Experience developing waste profiles for offsite and onsite waste treatment and disposal.

Annual Salary Range (based on full-time 40 hours per week)

Grade 18: $101,525 - $128,075

Grade 20: $122,813 - $154,838

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidates education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
