This position supports the GIS Unit's enterprise database development and administration efforts directly as a database analyst. This position will be engaged in work related to geodatabase administration tasks, coordination of change activities as required, quality control and assurance efforts, process automation, system administration, and system design modeling and documentation. This position will be involved in work related to process automation and workflow development utilizing various scripting languages and ETL platforms. Additional responsibilities in the areas of product development and maintenance, customer support, tool development and maintenance, project team work, small task management, new technology research and development, and applying technical knowledge and experience to Unit level problem solving.

Knowledge and skills:

Has knowledge of Esri data types including working understanding of SDE.

Experience with the design and administration of geodatabases using Esri software suite

Experience working with scripting languages related to ArcGIS (Python/ArcPy, Arcade, etc)

Experience building workbenches with FME Desktop.

Experience with process automation and workflow development.

Has working understanding of data quality control.

Has a working understanding of database technologies.

Working knowledge of SQL scripting.

Has experience with geospatial data administration to include data governance, design standards, user access control and complex enterprise system integration.

Has an applied knowledge of product development, including requirements, design, development, implementation, and maintenance.

Experience with system design and conceptual modelling for systems, data and workflows.

Has an understanding of data governance and geospatial metadata concepts.

Has a working knowledge of general GIS concepts related to data, analysis, and editing.

Familiarity with work tracking systems, wiki administration, documentation solutions (ie Azure Devops functions)

Has a working understanding of Esri's product suite, including desktop and enterprise.

Familiarity with ArcGIS Server as a series of components in an enterprise geospatial system context.

Can locate and/or team with appropriate resources in the GIS Unit and NCDOT to provide quality customer solutions.

Can consult with senior level technical staff and decision-makers, on an ongoing basis, to formulate solutions.

Can work independently with customers to understand requirements and collaboratively develop solutions.

Has demonstrated positive customer service skills and attitude.

Can apply technical knowledge and experience to a wide variety of problems and situations

Can manage project module timelines, resources, staff, and lead implementation efforts in moderately complex efforts.

Can develop and manage small project module plans and drive projects modules forward.

Can assist with developing training plans and can provide one-on-one or small group customer training.

Can clearly communicate technical issues to technical and non-technical individuals.
