Job Description:



The Finance Project Manager (FPM) manages, plans, and organizes finance-and budget-related activities of the program. The position supports the development and execution of financial analyses to support strategic planning, programmatic decision-making, and ongoing management of the MA program Health programs. The analyst works collaboratively with program staff and works to provide high quality, timely insight into financial and operational needs. The FPM will be the primary liaison with the Finance unit for management of program finance- and budget-related matters, including program budgeting, forecasting, reporting, invoice review, estimation, and monitoring cost allocations. This position will be report to the Director of Program Planning and Administration and interact extensively with other Program units and agencies.



 



The FPM will be responsible for monitoring and tracking performance against contractual financial obligations, analyzing cost proposals, performing detailed review of vendor invoices for accuracy and compliance with contractual requirements. The FPM will collaborate closely with the Finance team, and with finance staff the Massachusetts Health Insurance Connector (CCA) and the program’s Independent Verification and Validation (IV&V) vendor on matters related to program finance and budget. This position must maintain knowledge of all aspects of the program, and so will be expected to participate in meetings with business (including operations and design, development and implementation, or DDI), contracts, and program management staff (including Change Management). This position will also assist and advise on special projects, including but not limited to the development of Advance Planning Documents, and process improvement efforts that impact on the program’s ability to assess and control costs and procurement activities. The FPM will support Program leadership by producing regular and ad hoc reports, identifying program risks and issues related to finance and budget, and performing other finance-related tasks as required.



 



KEY RESPONSIBILITIES:



·        Serve as primary liaison between the Program Team and the Administration and Finance unit



·        Coordinates and monitors finance-related activities at the program level activities to ensure project is completed on time and within budget



·        Attend and actively participate in finance-related meetings, and Program operations, change management, release management, and other meetings as required



·        Perform detailed review of vendor invoices for accuracy and compliance with contractual requirements



·        Create and maintain financial tracking reports and reporting of vendor payment schedule and invoice status.



·        Provide expertise and input to the development of finance-related contract and procurement requirements



·        Monitor cost allocations of past, ongoing, and proposed activities



·        In collaboration with other Program staff, analyze the financial impacts proposed operations and DDI activities, including Task Orders and Change Requests/Change Orders



·        Conduct ongoing analyses and forecasts of the Program’s performance against budget, financial and operational goals



·        Develop template for financial reporting to Senior Leadership, and produce such reports on a monthly and ad hoc basis Provide financial and budget reporting, metrics, and analysis to Program management



·        Develop, maintain and distribute other reports and analyses as requested



·        Serve as primary liaison with EOHHS Administration and Finance on development of annual budget and funding requests, and for program expenditure requests



·        Respond to ad hoc inquiries and requests for information from internal MassHealth and CCA stakeholders



·        Propose and, if approved, initiate process improvements and recommendations Promotes use of industry best practices



 



EDUCATION, EXPERIENCE and QUALIFICATIONS



Bachelor’s Degree in Finance, Accounting or related field required (MBA preferred) with a minimum of 3 years’ experience in, budgeting, forecasting, and financial reporting, preferably in government;



 



Experience in IT strongly preferred



·        Advanced knowledge of Microsoft Office (emphasis on Excel & Access); knowledge of SharePoint, JIRA and HP ALM a plus.



·        Strong analytical skills, problem solving aptitude, financial acumen and attention to detail.



·        Strong project management and organizational skills



·        Strong communication and presentation skills



·        An ability to manage a high volume of work in a fast-paced, deadline driven work environment



·        Ability to work well with others in fast paced, dynamic environment



·        Strong initiative and ability to manage multiple projects as well as strong follow through skills



·        Must be able to work well with others in an environment where deliverables are potentially dependent on the output of others.
