Top Skills: Strong understanding of project management methodologies and experience with "Waterfall" and "Agile" methodologies (8+ years) Strong analytic and problem-solving skills Creating and maintaining artifacts such as: business requirements documents, requirements traceability matrices, and test plans (8+ years) Ability to independently analyze, document, and speak competently to business objectives, gaps, needs and problems. INTERVIEW NOTES: Phone and web based interviews will be acceptable. However, an in--person interview may be required. Interviews will be set up shortly after the posting close date. This position is currently hybrid. (95% remote ~5% onsite) However, position status is subject to change. DCF does not pay for travel time or reimburse for travel expenses. This position works with the vendor to define and develop detailed specifications and designs for system development. The position will work with County and State programmatic staff and Child Welfare project management staff to define and develop applications to support business processes Detailed Job Description: The Business Analyst/Consultant IV will provide technical assistance and consultation to the Department of Children and Families (DCF) child welfare application, Wisconsin's Statewide Automated Child Welfare Information System (eWiSACWlS). This position supports the overall planning, development, testing, implementation, and support of eWiSACWlS. This position is responsible for analyzing business requirements for the development of technical requirements resulting in a new feature or enhancement of eWiSACWlS. This position works with the vendor to define and develop detailed specifications and designs for system development. The position will work with County and State programmatic staff and Child Welfare project management staff to define and develop applications to support business processes. Duties include developing and executing system test plans, evaluation of system effectiveness, documentation review, ongoing application training, creation of training documents, and technical support for eWiSACWlS. This position will have major responsibility for the review and analysis of changes in eWiSACWlS, including detailed specifications for programming staff, developing test criteria, and post implementation evaluation. Duties will also include analysis of business flow for all aspects of Child Protective Services and reporting requirements to the Federal Government to document for future automation.
